1. This Committee completed a British Study, Report of the Committee on One-Parent Families (London, HMSO, Cmnd 5629 and Cmnd 5629-1, two vols., published in July 1974), but was interested in obtaining a broader, comparative, policy-oriented view.

2. As a method of assuring a guaranteed income, Schnitzer also discussed the negative income tax, defined as the payment of a cash grant to families or individuals whose incomes are below a specified minimum income level - the amount of payment depending on the negative taxable income and the negative tax rate. In reference to the United States, he reviewed the plans proposed by Friedman, the Ripon Society, Lampman and Tobin. The cost, Schnitzer noted, would depend on (1) definition of poverty; (2) rate of negative income taxation used; (3) whether present transfer payments will be maintained or eliminated; and (4) proportion of those eligible who would take advantage of the plan. None of the five countries he studied used negative income taxation and he discerned no interest among them in this approach (9:3-8, 84). An interesting source on the guaranteed income politics in the United States is Moynihan, Daniel P., The Politics of A Guaranteed Income. The Nixon Administration and The Family Assistance Plan (New York, Random House, 1973).

3. What promises to be an important source for information in regard to adequacy of benefits is ISSA, Problems of Social Security under Economic Recession and Inflation, Studies and Research no. 10 (Geneva, ISSA, 1978). Unfortunately, this report - a series of technical papers by social security experts from various nations - was not available to me at the time of writing.
